The U.S. Agency for International Development (USAID) is recruiting a skilled Financial Analyst to help support its important development projects in Timor-Leste (with a value of more than $35 million in FY2017). The Financial Analyst plays a vital role at USAID, advising on budgets, monitoring spending, evaluating risks and opportunities, and ensuring proper internal controls.
Position: Advertise Financial Analyst (FA), FSN-10

BASIC FUNCTION OF POSITION:
The incumbent will provide expert advice on the development, implementation, and evaluation of the financial elements of development projects from conception to completion and close-out. S/he assesses and analyzes the institutional financial management and internal control capacities of local partners, including host country government and other local organizations. S/he serves as an expert in audit management of local partners and the Timor-Leste mission. S/he also participates in the formulation and preparation of Operating Expense (OE) budgets, develops forecasting criteria and analyzes expected staffing level changes, procurement requirements and cost/expenditure trends, provides guidance and interpretation on appropriate funding source for administrative expenses, and assures compliance with legal and regulatory provisions and limitations. S/he will receive technical supervision from USAID/Regional Development Mission for Asia (RDMA)/Office of Financial management (OFM) and administrative supervision from USAID/Timor-Leste/Executive Officer (EXO).
Qualifications:
(1) A university degree in Business Administration, Accounting, Finance, or closely related field is required.
(2) A minimum of 5 years of progressively responsible experience in auditing, accounting, or financial management is required.
(3) Level IV (fluent) English language proficiency, speaking & writing, is required and will be tested.
